Methodological and Technical Challenges in Regional Evaluation of ITS: Induced and Direct Effects

The last decade or so has witnessed the increasing application of computer and information technology to transportation infrastructure and vehicles. The resultant technical transport systems are called Intelligent Transportation Sysems (ITS) in the US (Road Telematics in Europe). The continued development and applicaton of these systems stems from a belief that ITS promises to increase the capacity and productivity of traditional transport infrastructure as well as contributing to the achievement of other goals such as safety. Consequently, the evaluation of its contribution to achieving transportation goals and objectives is of considerable importance and essential to determining if ITS is contributing to desired outcomes. There are a number of evaluation issues facing the successful assessment of the contribution of ITS. This chapter identifies and examines methodological and technical evaluation issues in the successful measurement of the effect of ITS on a diverse set of outcome dimensions. Further, it points toward the development of a new full cost (benefit) assessment methodology that is focused on the measurement of outcomes resulting from ITS investments.
